USB Device Disconnects every 5 seconds

I have installed yosemite on Dell Latitude 3540 (i3 4th gen processor). Everything was working fine except any pendrive or webcam will keep disconnecting and connect automatically, and the laptop wont wake up from sleep which is not a big issue right now. i have tried many boot flags but the usb issue has not been solved.

What i found in Dell Latitude 3540 Manual in:

1. Scroll to the right and type 'Power Options' in the search field and click on it.
2. Click 'Change plan setting' on your chosen plan.
3. Click 'Change advanced power setting' on your chosen plan.
4. Find 'USB settings' and open.
5. Find 'USB selective suspend setting' and change it to disabled.
